
A new chapter for Conservation: The Deliberative Council of the Lower Branco River-Jauaperi Reserve

Seven years after the creation of the Lower Branco River-Jauaperi Extractive Reserve (Resex), a significant milestone was reached with the official establishment of its Deliberative Council. The first meeting, held over two days in the Itaquera Community on the Jauaperi River, brought together local communities, institutions, and stakeholders. This marks a crucial step in the participatory management of the Resex, a protected area born from a 17-year effort to balance conservation and sustainable development in the heart of the Amazon.
The Deliberative Council is a powerful tool under Brazilian law, designed to ensure the active involvement of traditional and indigenous communities, grassroots organisations, governments, researchers, and private entities in the management of sustainable-use protected areas like the Resex. By giving a voice to all stakeholders, the Council fosters collaboration and ensures that decisions reflect the needs and aspirations of those who call this unique region home.
Council meetings serve as a dynamic platform for dialogue and action. They provide a space for residents and stakeholders to present concerns, evaluate proposals, resolve conflicts, and plan strategically for the future. This inclusive approach strengthens community ties and ensures that the Resex’s goals—protecting biodiversity while supporting sustainable livelihoods—are pursued collectively.
During the inaugural meeting, 38 councillors were sworn in, including representatives from ACT and its partner organisation, Amazônia Milano (AMI). The Council prioritised four key action plans for 2025: developing a Resex Management Plan, advancing bioeconomy initiatives, unblocking the Jauaperi River, and strengthening family farming. To tackle these goals, councillors formed Working Groups and Thematic Chambers, ensuring focused and collaborative efforts.
ACT and AMI are leading the Thematic Chamber on Bioeconomy, focusing on creating income-generating opportunities that protect the forest and respect traditional ways of life. Their work includes mapping existing initiatives, collaborating with research and educational institutions, and promoting fair market access. Progress will be shared at the next Council meeting in mid-2025, ensuring transparency and continued momentum.
This milestone is a testament to the power of collective action. ACT extends its gratitude to the Resex communities, AMI, and the Novo Airão ICMBio team for their unwavering commitment. Together, the Deliberative Council represents a bold step forward in managing one of the Amazon’s most vital regions—a model of conservation and sustainability for the world to follow.
